Guide: what is a puppy mill
What Is a Puppy Mill? Signs and How to Avoid One
What is a puppy mill? It is a commercial breeding operation that puts profit ahead of the dogs. The ASPCA describes these breeders as producing the highest number of puppies at the lowest possible cost. Puppy mills rarely look like mills from the outside, because their puppies are sold through pet stores and websites, far from where they were born.
What is a puppy mill, exactly?
There is no single legal definition. Instead, animal welfare groups define a puppy mill by how the dogs live. The ASPCA lists four hallmarks (ASPCA):
- Tiny cages and cramped spaces
- Poor veterinary care and hygiene
- Nonstop breeding, with no rest for the mothers
- No regard for genetic health
So size alone does not make a puppy mill, and a small seller is not automatically a good one.
Does a USDA license mean a breeder is not a puppy mill?
No. Under federal rules, a breeder needs a USDA license if they sell puppies “sight unseen”, for example online, and keep more than four breeding females. Breeders who sell face to face are exempt, and so are those with four or fewer breeding females who sell only their own puppies (USDA APHIS).
A license means a kennel must meet minimum standards of care. It is not a seal of quality. In fact, the ASPCA warns that online sellers sometimes point to a license or a registry to look trustworthy, while those bodies do not inspect the puppy you are buying. Therefore, judge what you can see for yourself.
Where puppy mill puppies are sold
According to Humane World for Animals, puppies from mills are commonly sold through pet stores, online marketplaces, classified ads and flea markets, instead of directly by the person who bred them (Humane World).
The ASPCA makes the same point about websites: you cannot confirm from a screen how the parents live. For that reason, it calls a seller’s reluctance to meet in person a huge red flag.
Signs you may be dealing with a puppy mill
- You cannot see the home or the mother. The seller offers to meet in a parking lot instead.
- The puppy seems unwell. A healthy puppy is clean, bright and lively, with clear eyes and nose.
- There is no vet paperwork. Records should show vaccine dates, an exam and deworming.
- The mother seems afraid or unkempt.
- Many breeds are always available.
- Nobody asks about you. A seller who does not care where the puppy goes only wants the sale.
Most of these come from Humane World’s guide to spotting a puppy mill puppy.
How to avoid a puppy mill
- See the puppy with its mother, in person or on a live video call.
- Ask for health results on both parents, and for the puppy’s vet records.
- Ask for a written contract that includes taking the dog back.
- Never buy from a pet store or a marketplace listing without tracing the breeder.
- Consider adoption as well. Shelters and rescues have dogs of many breeds and ages.
